Time Out just released its 2026 ranking of the world’s 40 coolest neighborhoods, and Seoul’s Jongno 3-ga took the No. 1 spot — up from third place back in 2021. The area beat out contenders like Rabat’s L’Ocean District (No. 2) and Athens’ Neos Kosmos (No. 3).

Why Jongno 3-ga, and Why Now

The area’s rise is credited to a boom in late-night alfresco dining, a growing cluster of independent shops, and a neighborhood that keeps its historic character while constantly feeling current. Time Out’s panel judged neighborhoods on food and drink, nightlife, culture, independent businesses, livability, and community feel — not just photogenic points.

Two specific pockets within Jongno 3-ga are doing a lot of the heavy lifting:

• Ikseon-dong — a dense cluster of century-old hanok houses that’s been popular on social media for years, now also home to indie cafés and boutiques tucked into the traditional architecture
• Seosulla-gil — a quieter lane running alongside the stone walls of Jongmyo Shrine, filled with craft workshops, jewelry studios, and low-key wine bars; increasingly known as an informal hub for independent jewelry designers

The Real Draw: Pocha Culture

The neighborhood’s current renaissance is largely being driven by pocha (short for pojangmacha) — the orange-tented late-night food stalls that used to be purely functional stops for tired office workers. That reputation has flipped: young locals now fill the plastic stools specifically for the low prices and no-frills atmosphere, turning it into a genuine nightlife scene rather than just a quick bite on the way home.
